Low literacy

Low literacy in the Netherlands

In the Netherlands, 2.5 million people aged 16 and older
have difficulty with reading, writing and/or arithmetic. Often they also
have difficulty with digital skills. That equals 18%, so
about 1 in 6 people in the Netherlands. Of these, nearly
1.8 million people between the ages of 16 and 65 have difficulty with language and/or
math. More than half of this group is indigenous.

What is low literacy?

Low literacy is a term for people who have great difficulty
with reading, writing and/or arithmetic. People who are low-literate
are not illiterates. They can read and write, but
do not master the final level of vmbo or level mbo-2/3. People who are low-literate have difficulty with, among other things:
– Filling out forms (healthcare benefits, taxes, etc.)
– Reading street signs, traveling by public transport
– Reading to (grand)children
– Making debit and digital payments
– Working with the computer, applying for a job
– Understanding information about health and healthcare
